Gas Leak at the meter

I had a call from a Landlord, his tenants has a new gas meter installed a week ago and the tenants had a smell of gas afterwards, I advised them to turn off the gas supply lever to the left of the meter until I arrived.

It was easy to find with leak detection fluid, my equipment measured a 6mbar pressure drop over 2 minutes which is not permitted.
